I can certainly see benign neglect as a policy. The multi-corp I work for functions that way. Canada used to be in the US domestic bucket, then the region changed to North America but excluded Mexico. There are nods to Canadian law but it's definitely the letter not the spirit. To me it costs in productivity but pretty sure that's not a concern when there's a high unemployment rate in the area.
