PCT not as big a deal in Canada as level crossing incidents. Low population helps?
Rail worker compliance is very difficult to manage and we need improved infratucture. Perhaps PCT could be rolled in with it but infrastructure to get product moving on time first.

There have been a number of train accidents in the US (NE Amtrak and the Seattle Amtrak accidents for instance) where PCT would have prevented them according to the NTSB reports.
