TL;DR considering consequences of a policy while creating it is weak & immoral; an interesting philosophical position if you're not negatively affected.
And personally I can see more people ascribing to it as they get overwhelmed with worldwide news of loss and tragedy. Makes their life seem not as bad and allows them to think the bad news are hyperbole or deserved.
