Churchill is the perfect place to pump federal money into so make as sustainable as possible. As the North warms it will be more difficult to maintain the territories as part of Canada. Basic income (none of this northern allowance stuff) and greenhouses, alternate energy, self-sustaining water supplies to reduce living costs. Encourage Co-ops to create value added products. Hide it under a Space program if you have to.
What about the rail line? It is more important to service the community. I would get the MB or federal government to purchase it for a dollar as is, get federal money to repair the line..

I think these clowns need an ultimatum: fix it or lose it. They want to retain ownership, but have the government pay for the repairs. It's bloody ridiculous
