Don't care what you believe is the reason. Implement tax and give people a way to reduce it through behaviour.
Everyone likes to be able to save money. Do like Alberta did and offset costs for lower income families. Fred and I pay the tax because we're not lower income but it finally got him to buy into focusing on energy conservation.
