Harassers and abusers are a public health matter because they suck the productivity out of their targets just like any other disease.
Whether the targets do small things like dodge "pesterers" or develop PTSD - this is energy people could have been spent on doing things for themselves and others (without cohersion). Women may do the heavy lifting of exposing and not being believed but that's because boys are encultured at an early age to accept violence against them and not complain.
