While I can't say I have heard it for sure (hence my vote), I nevertheless have this feeling like I may have. That may simply be evidence of its catchiness, though.
Heard it first from a friend in the Marines about a year ago. The way he used it, it seemed an oldish military cliche about dumb soldiers. Fwtw
