Serious about safety? Allow one free checked bag and stop carry on that doesn't fit under the seat.
Don't want to "give away" that sweet, sweet check bag premium? Sky bridge check all free carry on. Canadian airlines are very poor with their safety orientation but why bother improving - most people don't pay attention to the orientation or the attendants if there is an emergency. Make it easy, nothing in the overhead bin other than jackets. People ignore the part about take care of yourself then dependants under your care. Why would they leave their carry on if they can reach them?
