Recommendation to write off the loan made to Conservatives who gave it. Can't admit straight up funneling of taxpayer $ to corps.
This is where the implementation of transparency plays into the hands of people who hate change. It gives them something to point at and holler about and there is no path of clarity for how the decision was made. Publically owned multi-corps seems to have figured this out with their anti-corruption policies but the US government (super "conservative" at the moment) seems to be all about hiding or obscuring decision making processes. Harder to undo damage.
